On 3 June, the opening day of the St. Petersburg International Economic Forum, the 6th Russian Pharmaceutical Forum “Ensuring Drug Security” officially took place. The event was organized by the Roscongress Foundation, with support from the Russian Ministry of Health, the Ministry of Industry and Trade, and the State Duma Committee on Healthcare.

The Forum kicked off with a pharmaceutical business breakfast. National drug security hinges on three critical pillars: providing the public with high-quality, safe, and effective medications; achieving pharmaceutical sovereignty; and securing scientific and technological leadership. Today, primary growth is driven by fundamental and applied research, alongside the advancement of personalized medicine and cell-based technologies. At the same time, a degree of dependence on imported active pharmaceutical ingredients (APIs) and a shortage of domestic full-cycle technological platforms remain key operational challenges. Panel experts examined proposed mechanisms to align scientific, manufacturing, and regulatory decisions to achieve national drug security goals. They also discussed necessary government support measures to stimulate the development of innovative molecules, expand the domestic production of active ingredients, and strike a sustainable balance between accelerating the market entry of innovations and maintaining rigorous safety and efficacy standards.

The Forum’s highlight was the plenary session titled “Drug Security as a Pillar of Health Protection.” The high-level panel brought together: Mikhail Murashko, Minister of Health of the Russian Federation; Veronika Skvortsova, Head of the Federal Medical-Biological Agency of Russia (FMBA); Ekaterina Priezzheva, Deputy Minister of Industry and Trade of the Russian Federation; Alexander Petrov, Member of the State Duma Committee on Health Protection; Andrey Kaprin, General Director of the National Medical Research Radiological Centre; and Tadzio Schilling, CEO of the Association of European Businesses (AEB).

Minister of Health Mikhail Murashko noted that other nations’ regulatory bodies are now beginning to model their pharmaceutical oversight after frameworks developed and deployed in Russia. “This clearly demonstrates that we are on the right track, prioritizing strategic areas where speed and safety are seamlessly balanced,” he emphasized. Murashko added that a series of innovative regulatory solutions have already been integrated into the national medication supply system, voicing strong support for a new initiative to draft an overarching strategic roadmap for drug security in Russia.

The Forum’s business programme featured 17 specialized sessions tracking the evolution of the pharmaceutical industry, the integration of clinical innovations, intellectual property protection, international supply-chain cooperation, and pioneering scientific advancements.

The Drug Security Forum has earned its status as a premier platform for dialogue among pharmaceutical and medical industry leaders, government officials, scientists, and other experts.
